Egypt’s New Cabinet Under Qandil

The new Egyptian cabinet, announced by Prime Minister Hisham Qandil on August 2, was characterized by compromise and caution rather than an attempt by President Mohamed Morsi and his Freedom and Justice Party to dominate the political scene and confront the Supreme Council of the Armed Forces.

On August 13, President Morsi forced the retirement of Field Marshal Mohamed Hussein Tantawi and reshuffled the cabinet to include new ministers of defense and military production. The current Egyptian cabinet represents a departure from the cautious cabinet formation of August 2 and may reshape the nature of civilian oversight over Military ministers.

The cabinet includes only four members of the Freedom and Justice Party and one Muslim Brotherhood member, while retaining 7 ministers from former prime minister Kamal al-Ganzouri’s government. The former minister of interior, General Mohamed Ibrahim, was removed but replaced by another general, Ahmed Gamal al-Din. In addition to the Freedom and Justice Party, only two political parties, the Islamist al-Wasat Party and the al-Hadara Party, are represented in the cabinet with one ministerial post each. Other appointments are considered to be technocratic rather than political, although the political leanings of many cabinet members are still unclear. The cabinet includes only two women, one of whom is a Christian.

Absent from the cabinet are representatives of the Salafi al-Nour Party and of liberal or revolutionary organizations. Also notable is the exclusion of former minister of planning and international cooperation Fayza Abul Naga, who had occupied that position for twelve years and was at the center of the confrontation with the United States over the banning of U.S. democracy promotion NGOs.
